Gina Loudon's property tax rollback plan

1. Freeze assessments.

2. Roll back in rates to pre ­ 2008 levels negotiated by demanding taxing jurisdictions roll back unjust gains before securing new benefits from the State. Loudon will publicize and act on a list of which jurisdictions are friendly to the taxpayers and rolling back appropriately.

3. Property thereafter will only be reassessed when it changes hands.

4. Annual increases will be limited to inflation or else by a popular vote at a general election.

5. Increase circuit breaker limits for seniors and the disabled and allow any retiree who does not qualify for state payments the option to freeze their rates and delay paying underpayments with an interest free lien.

6. Continue to push passage of Representative Portwood's HJR43 Note: The Hancock Amendment prohibition on unfunded mandates forbids the state from taking money from local taxing jurisdictions such as schools. Therefore anyone promising to assess property at the original purchase price is being misleading.

7. No increase in assesstments for retirees.


Combating Rising Energy Prices Requires Comprehensive Policies

On top of high gasoline and other fuel prices, Laclede Gas just announced a 25% price increase in natural gas for this coming winter. It is unprecedented that we are simultaneously getting hit by the rising costs of so many different energy sources. The reason for these increases is largely due to the complete absence of a comprehensive energy policy at either the national or state level.

Government
I have knocked on over 1000 doors to hear YOUR thoughts on our government. You have shared your lost faith in bureaucracy for disregarding your opinions and spending wastefully. I want you to know that I share your frustrations, and I believe that a smaller government is a better government. As YOUR VOICE in Jefferson City, I will work to eliminate government waste.

Economy
The best way for government to help business and the economy is to get out of the way. That is why I will fight to eliminate burdensome government regulations for businesses. At a time when we can hardly afford gas, we need leaders to protect our jobs and way of life. As the only successful business owner in this race, I have the experience and expertise to grow our economy. Our economy is my primary issue.

Family
We in the 7th district are protective of our way of life, but we feel threatened by high gas prices, over-taxation, and cyber crimes against our children. As a parent I will take on cyber criminals. I have already been part of an effort to create a cyber crimes grant program that uses detectives to catch these predators before they get to our children. Families have a right to expect government to keep intruders out of their lives, and should never have a fear of government agents intruding in their lives. That balance, carefully protected, is one critical role of government.

Illegal Immigration
I will defend the recent ban on illegal immigrants receiving ANY taxpayer funded benefits such as welfare, Medicaid, or in-state tuition for Missouri's public universities. I will increase penalties on employers who knowingly hire illegal immigrants, while protecting small businesses from being left with government-imposed burdens.

Over-taxation
I will work to rollback local property tax rates, and reduce corporate taxes, while increasing deductibility for families and their businesses. I will advocate for our region because we are taxed to fund many programs and schools we do not get to use. I am the only candidate in this race who has signed the "Taxpayer Protection Pledge" stating that I will never support a new tax or fee.

Education
Due to my strong commitment to education, I am proud to announce I have received the sole endorsement of the Missouri State Teachers’ Association.
I believe in local control of our schools. I will fight to get our fair share of taxes to allow our schools to provide a world-class education. I support reforms in education including completion counselors in every high school to work with at-risk students so they stay in school, and paying teachers more for better performance and results in the classroom. I will work to revoke the driver’s licenses of teens that repeatedly misbehave or skip school. All of our children should be able to learn in an environment that best facilitates their talents and abilities.

Infrastructure
Safety and efficiency are critical for our region, which is one of Missouri’s primary economic hubs. I have a plan that completely funds our roads WITHOUT a tax increase (SJR 41), capturing 10% of the growth of state revenues, and investing them in transportation infrastructure. While this raises just 35 million dollars the first year, by the fifth year, we will have enough money annually to build an entirely new I-70. This plan will reduce or eliminate debate about raising taxes to build roads. Economic modeling shows that this investment in infrastructure would grow our economy to replace 40 percent of the revenues devoted to it. I am excited to do this for Missouri!

Freedom
I am a firm believer that we have a fragile republic, and we must never grow too weary or cynical to fervently defend and protect those freedoms brilliantly created by the founders of our beloved country. Therefore, I assure you that I will give every bill the "freedom litmus test" to determine if my every act will enable a freedom, or take one away.

I still believe in a strict constructionist perspective of our constitution, and you can count on me to be YOUR voice for freedom and all it promises.
